And what would be Intel's motive?

Stock price management. Intel is trying to elevate their stock price through nebulous statements (stabilization, seasonal uptick, ...) that can not later be used against them. The industry will eventually return to growth, so if Intel can somehow keep people hanging on until the upturn, their stock can then go up from an artificially elevated price. Notice that Barrett isn't saying anything like, "Intel will experience revenue and/or profit growth due to inventory reductions and the expected seasonal uptick." They don't say this because they know damn well it won't happen. This way, all they have to do is make bullish sounding statements that have no substance and Wall Street falls all over themselves to line up and buy the stock. What a crock.

Idiots like JJ from SSB confidently state that the recovery is evident due to increased motherboard and component shipments. Of course this is due to Intel's massive price cuts and getting everyone lined up in a row for a big P4 push. Barrett knows that if he doesn't make bullish statements about demand, he won't be able to get all the motherboard makers to stick their necks out with i845 over-production, and Intel won't have a chance in hell of making their unit targets. What happens if there isn't a strong sell-through?
