I could not find the article on their web site. If I remember correctly the point was that no meeting was held with non government employees, all the task force members where government employees so closing the meetings did not violate the law. Hillary's health care task force did involve non government personnel so it was illegal to close those meetings.

I don't think the article out right supported the idea that Cheney was technically right as much as it supported the idea that he might be right but that it probably would be better not to fight this battle.
