As far as I can discern the A4 and Tualatin are in the same ball park as far as power consumption. The difference is that Tooey is .13u and A4 is still .18u. An A4 shrink will help. Intel has to relegate Tooey to the low end to promote the "superior" clocking P-4. Which is kind of sad but Intel knows Mhz sells (TM-McMannis).
Intel will likely never clock Tooey to is potential because this would embarass P-4. Intel is also in the process of changing the benchmark suite to favor P-4.
It's all smoke and mirrors but who am I to say.
