The reason the expansion looks like the work of someone else is because it is the work of someone else. The Fed is independent of both the president and congress; and the fed controls bank lending and interest rates, and money supply. All three are primary ways of controlling the economy.

Possibly, but I doubt it. Most technical analyists say that a major downturn last 11 - 18 months. The NAZ downturn has been the most severe on record. In fact, the downturn fron July to Dec 30, during Bills term, was the fastest and biggest fall ever. While the NAZ hasn't improved yet, many say we have seen the bottom. Right now we are in the 15 month, by Nov. according to the techs, we should start seeing an improvement. While Rubin helped, he certainly didn't control the economy, Al did.
