This may not be it, but if it is, they are right to resist.

If they were all government employees, this is a non-issue. Of course, once an accusation is made, I don't know how you prove it's not true other than by producing enough information to demonstrate who was there. Without the disclosure, people will assume the worst, which is that there were others there, or the second worst, which is that Cheney is letting his pique override the interests of his Administration.
