The Church pursues political influence in developing countries precisely because people will not let the church affect their reproductive decisions. The only way the church can force people to make decisions that fit with their views is to use the coercive mechanisms of the state to impose their will.

Of course they also use other means, for example sending delegations around to drugstores, threatening organized boycotts, picketing, etc. if the stores sell contraceptives. Doesn't work so well in cities - too many stores - but it's very effective in smaller towns.
