Is there a point where decreasing rates is no longer effective?

I have noticed that 30 year morgatage rates have not really changed all year.

My parents are rolling over CDs at 4%.
My MM was paying 5.6% in Jan and now is down below 4%

This gives them and me since im all in cash, much less money to spend.

I would think most older people with houses paid off and dont carry cc balance are in the same situation.

I feel I am being FORCED into stocks because I can no longer get a safe return that beats inflation. Is this the goal?
