So if "The Folly" was approved in 1999, when did the debate begin? This proves that The Folly of Missle Defense was well in the works before The Texas Idiot was handed the Presidency. Also, to say "the claim that a missile defence shield will cause a new missile race / escalation cant be true" is typically idiotic.
