One really important difference between now and then (late 1980s) is that one of the drivers for the real estate boom in the 80s was a series of tax incentives that congress put in place with Ronnie's tax cuts. Congress took those away in 87-88 and it made investment real estate much less attractive. There was wholesale dumping in the inner cities after those tax changes.
