though I agree with you on the "responsibility" quadra-subset you raise...

it's really a red herring that has little to do with whether the cut/refund/rebate/forward cut/refund/rebate/retroactive lowering/forward looking ever lower income tax

was mis-represented or not in order to achieve a purpose having little to do with the money itself...but rather the direction of its spending etc, the timing of its spending, and the overall impact of its disappearance on that rainy day when it might really prove useful... already it's replacement is being borrowed by the "giver" and those "blessed" to receive it will pay twice now in the final accounting.
