Let's face it the rebate was a bone thrown out to the public primarily to help push through larger more lasting tax cuts. You will never convince the public at large that reducing marginal tax rates in the highest brackets benefits the poor and middle class more than tax cuts or direct transfer payments (benefits) for the poor and middle class. Most people have little understanding what increases wealth in a country or how monetary and tax policy can create and destroy such. Most people see a fixed pie and they see their share getting smaller when someone else's gets bigger. What they don't know is what makes the whole pie grow.
