Legally it does not matter whether she was willing or not. It is STILL sexual harassment.

First, I don't know of any large corporations with such a simple-minded policy, and furthermore individual corporate policies do not establish "Legally". The law does that. And the law differentiates between voluntary affairs and extorted sexual favors. Are you seriously suggesting it should not? The women's movement also differentiates.
