True, Bush 43 has hired some strong people. But what I don't know is, who sets the policy in his administration when they disagree? Cheney and Rice and Powell have all spoken about foreign policy lately, and they do not seem to be singing from the same hymnal.

This is why there is no substitute for a President with knowledge and experience. In Texas, Bush never showed much interest in policy outside of "his" issues; I suppose you can admire his discipline but it's not much preparation for the Presidency, where you have to deal with the unexpected.
