Bush has been trying to govern as if he had a mandate and a working majority in the Congress. The problem for him is, he doesn't have these things and it cost him control of the Senate.

He can either try to achieve as much of his agenda as he can or he can preemptively capitulate. If he governs as a liberal he will alienate his base and the real liberals will mostly still vote for the Democrats. If he gave up all his ideas what would he do with control of the senate anyway? He has managed to get the biggest part of his agenda, the tax cut, passed. Its not a big tax cut and its phased in over 10 years. I don't like the design of it too much but atleast it is a tax cut and he got something done. I think he has obviously made some mistakes. One of them is the ANWR. I think it should be drilled eventually and the objections of those who oppose drilling are either innacurate or atleast overstated, but the benefit of drilling that oil a few years sooner might not be worth the political cost. The one factor in favor of Bush pushing now on drilling in the ANWR is that since the issue has been raised now if it doesn't happen it might be viewed by those on the fence on this issue as confirming that the issue is decided and that the ANWR will not and should not be drilled.
