Boris, Well, usually the political leaders determine these aspects, or do they have a plebicite on these issues.?

In the USA/Canada it was the religions who did not want people to have alternate places to go on sunday that kept the shops closed on sundays. we called them blue laws.
Right now you can open a shop and have whatever hours you like, 24/7 etc, etc.
Mostly these are convenience shops(food, milk, bread etc). there are no computer shops open 24/7, there are a few large home supply stores open 24/7 and they use the night mainly for stock maintenances and have a few cashiers for those who want some 1/2" pipe at 4 AM.
