(CSCO) 19.26: CIBC World Markets upgrades to BUY from Hold... expects CSCO to do relatively better in a tough market and expects a flight to quality by customers and investors... feels that company's relative prospects no longer warrant an underweight... saw growth in US market, but Europe still 1-2 qtrs away from bottoming... firm has a long-term target of $22.
