LVLT it more than meets your rules here - "Of course we are fully funded" and "We expect profitability by late 2002".

The stock has been bouncing off $5.00 but it is still shortable.

There are some interesting side issues here:

Buffett rumors have brought this stock out from $3.80 per share. Rumors which appear to be false.

Kiewit's Board includes Jim Crowe, Bill Grewcock, Ken Stinson, and Walter Scott. Was the purpose of LVLT to make money for the Kiewit Company - LVLT's contractor or was it to make money for LVLT shareholders?

James Crowe & Walter Scott have both sold out positions at high enough prices to be able to survive bankruptcy.

LVLT's fully funded statement came with the statement of revenue growth/growth of employment needs. LVLT 2 months later lays off 25% of it staff = revenue growth?

20% of LVLT customers are finacially unsound.

James Crowe/Walter Scotts past telecom experience is as a developer that build and sold. Are these people capable of managing a telecom?

Virtually all of LVLT's debt is owed in a three year period.

Current market cap less than $1.6 billion. Debt 5.33 times market cap. LVLT proposes to dilute market cap to eat at debt?

LVLT has a cult following - the labor force of a $2 billion dollar a year construction company. I believe these people have kept the price highly inflated compare to the risk of bankruptcy.
