The criminal code is a state matter, in most instances. Have you heard of the Constitution?

I do not think women have the right to abort.

I would not charge the mother, and would only fine the abortionist, until a certain number of infractions caused his license to be pulled.

It would be illegal.

It is an ethical question, not a medical question........
