Phoenix received the OEM distribution rights from CYBR quite a while ago.

Back on 10/29/96 they said:
"CyberMedia and Phoenix are working together to build the problem resolution experiences of millions of PC users into new PC systems with First Aid 97," said Unni Warrier, chief executive officer of CyberMedia. "Phoenix's ability to tailor First Aid 97 to the complexities of new PC systems will expand the scope of problems resolved by First Aid 97."

PTEC appears to just "tweak" the software for the individual platform and control the distribution to OEM's. Not a major role IMO, but it adds a couple of dollars to their revenue stream. <g>
