SL, While I certainly wouldn't challenge the NY Times, the racing trades report that OTB has consistently lost money.

Thanks for the additional matter on upgrading NY's OTBs. Some years ago, I did a freelance piece for the NY Times travel section on Britain's omnipresent betting shops. While a few would give NYOTB's a run for uninviting atmosphere, the most impressive one I found was in Mayfair, where the clerks wore tux and black tie, couches and chairs were plush, free racing forms adorned the cocktail tables and the men's room was worth *****'s.
