I thought that even now most PCs run at a fixed clock speed (66MHz?). I guess I'm thinking that Intel may market chips directly to end users down the line so that they could improve their PC substantially without upgrading everything... Or, I suppose, buy a faster PC without processor and use an older processor -- less good for Intel...

Until now the PC and the processor have all but synonymous. Now you can swap everything around...
