I can agree with that.

Before we do a group hug, I want to clarify that I'm using "conspire" broadly. I don't think there needs to be any overt communication among the apartment owners to have a conspiracy. In the south, owners didn't meet and decide to exclude blacks. They may have made those choices individually but they did so in the context of generally accepted societal bigotry. I'm calling that a conspiracy. Whenever a group of people find that their access to housing is being squeezed unduly--has reached critical mass--we have a systemic problem. It's no longer about discrete individual actions. IMO, of course.
