Internet Connections - Sympatico High Speed Connection

Is anyone else experiencing problems with Sympatico?

Here's what's happening to me.

When I click on any link, one of two things happens.
It either opens almost instantly,
or it looks for the proxy settings and does nothing,
then a few seconds, or fifteen seconds later,
it connects almost instantly.

I think it's possible there's a problem
either with the Access Manager software,
or they're time splitting the bandwidth.

If it's the latter (i.e. if they're somehow interrupting the connection for say 15 seconds of every minute) then I'd like to prove it. They don't charge me for 45 seconds of every minute. They charge for sixty.

Anyone got any ideas about the problem, or about how to verify the actual seconds per minute that you're actually in a fully connected state?
