I would be cautious with Stem Cell shorts for now. Charts are telling me that the Biotech index may have bottomed today and Bush's "yes" tonight may ignite a buying frenzy in these things. Might be worth waiting a few days for the frenzy to blow over first and catch these things at higher values.

Personally, I think Stem Cell research should be allowed as it opens a lot of doors in medicine. There is a huge misunderstanding that all this means growing babies for harvesting parts which is simply not true. Work on many individual types of cells has been going on for years and years now, and the stem cell is the holy grail of medical cell research. In the short run, the funding issue will be blown out of proportion, I am sure. In reality, academics and not biotech companies will get the bulk of the funding. The only light in this tunnel is that many researchers and universities also have ties to biotech companies so the companies will eventually get to benefit from the research anyway, however, it will take years before any real revenue is realized from products that result from this research.

My background is in Biomedical research and I have a Master's from Vanderbilt Univ where I did research for 6 years. This is an educated opinion.
