Bill, in my experience in Europe with regulatory requirements, the Germans always came to the forefront, as kind of the "protectors" of the rest of Europe against noisy equipment, whether EMI or acoustic. The testing group called the BZT was always above board and professional to deal with, in my experience. Then again, they did manage to pull US or whoever else's money into the German coffers, as you imply. And, they always seemed to be changing things to force more testing. One old timer I knew who made his living in EMI and safety told stories about airplanes having to land at wrong airports and garage doors flying open when a certain airplane flew over Kansas City MO once. I guess things do happen, but they are rare. It is mostly a game.
