Yes, to economize on discomfort takes good will and a reticence about asserting one's claims. That is why a rule of thumb is needed in more contentious circumstances. My proposal is that the majority gets its way, unless the action materially violates the conscience of the minority.The calculus is that people will be discommoded either way, but fewer if majority rules. The idea of materially violating the conscience of the minority means that they are forced to do much more than remain quiet until the moment passes.......
