Provisional votes for unregistered voters???? Another way to count votes that aren't there??


I think what they're talking about is recording and storing votes by those who claim to be registered but aren't showing up on the list of voters because of error. Then, after the claim is researched and shown to be valid, that person's vote can be included in the tally. Currently, if a registered voter is erroneously left off the list, that voter is turned away at the polls and doesn't get a vote.
