A 2 GHz P4 does absolutely nothing on 30% of it's clock cycles. It is waiting for data from memory, or waiting for the decoder to become free, or something else. Is it ethical to say it's a 2 GHz P4, when it's running at 0 Hz 30% of the time? Petz
