Provisional votes for unregistered voters sounds to me like another wonderful full-employment-for-lawyers bill. Once the votes are counted, then every person who voted a provisional ballot has to be individually examined to see whether they were qualified to vote. What a field for challenges, especially in tighly contested elections. I see months of appeals, challenges, etc. looming.
