Wonder if it's the same stuff the Metropolitan Mosquito Control District uses [tax spending I don't begrudge in the least]. It contains a hormone that prevents the larvae from maturing.

They soak charcoal briquettes with it and scatter it all over the area in the late winter. Does a heck of a job.
