<<Interviews with federal land managers and a review of government maps and geological reports by The Times, however, offer a contrasting picture. Public land has been "leased" for years starting with the cattle ranchers. The mining industry leases public land, the timber companies lease public land. I am sure there are more industries that lease public lands.
