I am certain. And neither AMD or Intel is going toward listing TDPtype. From your own post, AMD says

"Thermal design power represents the maximum sustained power dissipated "

Intel says:

"TDP is defined as the worst case power dissipated by the processor while executing publicly available "

PIIIM has specked two values, typical and maximum.
