I hope you realize that the arms race was really kicked off by JFK. One of his planks on getting elected was that there was a "missile gap" with the Soviets. I believe that in Ike's farewell address he warned about the Military-Industrial Complex.

Before JFK the U.S. had around 50 ICBMs. Kennedy's Administration decided that 1000 was a nice round number, and decided to add 1000 minuteman to the inventory.
