First of all, Kennedy had at his disposal, the "Best and Brightest" like Robert MacNamara. Also the Soviets were probably more than happy to inform the world that they had more nuclear tipped missiles than the U.S. (and that their missiles worked - Sputnik).

What makes you think that the Senator from MA would know nothing about defense (Navy Cross)? Kennedy is from an era, when Republicans were the Party for isolationists (oddly enough, this is the claim today - missile defense, Kyoto), and Democrats were the ones that projected American Power.

I'm afraid you are confusing JFK with his other two brothers Bobby and Edward.
