So what? In France, right-wing politico Charles Pasqua is a former SDECE thug... like his pal J.-Ch. Marchiani. Today, both are "respectable" gentlemen (the latter is Member of the European Parliament). Do I need to refresh your memory about the real mastermind behind the bombing of US embassies in 1998??
In Italy, life senator Giulio Andreotti was a Mafia boss all along... In Russia, Vladimir Putin and his former KGB sidekicks run the show (apartment bombings in 1999). And the Belgians haven't found out yet who's behind the terrorist shootings of 1985/86 when 29 innocent shoppers were shot in Brussels' outskirts.
Blind terrorism is usually a (far-)right-wing business anyway --no matter the cover. The Red Brigades were infiltrated by government stooges... After all, both efficient intelligence and bomb expertise require professionals --and where do you find them? Among college dropouts? Far-left daydreamers? LOL! Contrariwise, where do you find the most paranoid fellows whose contempt for the masses runs deepest? You find them right at the top of the politico-military apparatus.... Remember General Lemnitzer and his Pentagon freaks from the Cold War:

The author of the anonymous memo describes his proposals as "Remember the Maine incidents." The USS Maine exploded in Havana harbour in 1898, killing 266 sailors and quickly became the pretext for U.S. intervention in the Cuban revolution, sparking the Spanish-American war. It is not known whether the explosion was an accident or sabotage.
Among the proposed "incidents":
Blowing up a pilotless drone near Cuban waters and pretending the wreckage was of a military plane shot down by Castro's forces.
"Casualty lists in U.S. papers would cause a helpful wave of national indignation," it suggests.
Launching a pretend terror campaign in the Miami area and in Washington, even faking some woundings.
Recruiting friendly Cubans to stage an attack on the U.S. naval base, riots near the base and sabotage inside the base.
In his letter to Attorney General Kennedy, Craig said faking pretexts for invasion is a "dangerous game" and prefers the sabotage and backing of dissidents that characterized Mongoose.
Still, he urges Kennedy to consider feinting an invasion into Cuba to provoke the Cubans into attacking the Guantanamo Bay U.S. naval base -- which would provide a real pretext to invade Cuba.
"The military believe that the continued existence of the Castro Communist regime is incompatible with the minimum security requirements of the United States and the entire Western Hemisphere, Craig wrote.
