I have been asking myself the same question for a long time now. Why isn't he in jail?

Doesn't the SEC have rules that if broken will send a person to jail. Or do they just get a slap on the wrist and pat on the head and "Now, be a good boy next time."

And I am sure he did break plenty of SEC rules.
