Yup I know that. I was comparing other competitive industries to the free access fishery. They all exploit the knowledge base but can't afford to contribute to it. Though the knowledge might actually not decline it doesn't increase as much as it would. In farming you see lots of publically funded research addressing these problems as well as now the drug companies and the like, but not the farmers themselves doing a lot of R&D - sure they do some innovation but most is happening outside the industry itself. US agriculture has seen one of the highest rates of total factor productivity growth of all US industries but it has contributed little to farmers' bottom line.
