Bush made the right decision. It could be entirely left in the private sector, however, and then if you are paralyzed you can pay $10 million to walk again instead of $500,000. The other alternative would be to go to the many countries where it wouldn't be banned and pay them for the advanced bio-technology that America shut itself off from. Thankfully, that scenario doesn't exist. Again, IMO, Bush made the right call on this one.
