I don't wish to rain on your parade this week so I will be brief.

Water in the west is differnt than water in the east. You have to have water rights and there are only so many rights available. Just because there is water under or running through your property, this doesn't mean that you can use it.

Based on the price of water rights in NM which has more water and is less populated than AZ. I would estimate that the rights to one acre-foot (326,000 gallons) per year would cost about $15,000 to $20,000, if someone has some for sale which can be transferred to the IPM site. You can't transfer water rights from one main drainage (basin) to another.
