This page shows the date that a company applied for siting a power plan, its size, WHEN IT was APPROVED by the CEC, and when it (will come) came online.

Now it is important to remember that even though there is/was a power shortage, once a power plant is constructed, it'll be there a long time. This means commission still has to do its job right, when approving the siting of a plant!
