As usual AS, you haven't done your research. JFK is the person you really want to thank for all the homeless and mentally ill out on the street!!! He and his brother Bobbie signed the first bill of DEINSTITUTIONALIZATION in Oct 1963.......One month before his death. Then the ACLU added their own touch to the mess in the 1970's.... I really URGE you to do some serious research for a change....start with this one by going to google.col, and entering: history of deinstitutionalization............ Then you will be able to see the start of the street people, and who was the DIRECT cause.... PS Don't forget that the Congres of the US was Democratic for 40 (forty!!!) years until 1994.... You should know this....You profess to be a leftist....Aren't you proud of your party????
