Good article, El Mat. When I studied environmental law at Tulane, we were expected to grapple with cost/benefit analysis with respect to pollution control and cleanup because most of the people we would be trying to influence would be policy makers. Dollars matter to policy makers.

What is a human life worth? $2000 seems too low and $20 million seems too high. But there will always be those who say, "if we can just save one human life, it will be worth it."
