California has a power surplus. Today was a scorcher...air conditioners blazing every where. Where did the power come from?

Good question. May I suggest;
1. Under the threat of huge rate increases, businesses and residents made a VERY concerted effort to conserve. My wife is very proud of the fact our homes kwh/day Y/O/Y is down 50%. In my business I was able to reduce YOY 35% fallin off a log. Most folks have found significant reductions easy.
2. More capacity is available, maintenance is done in the spring so full capacity can be achieved at this time of the year.
3. California has had some businesses shut their doors due to tripling of bills, (San Diego especially) others have shifted production out of state.

If there is no shortage, should we expect the CPUC to be rolling back rates soon? Or Govenor Graymatter cancelling the fasttracking of all the new plants he's promising?

Don't hold your breath.
