But the ocean is free. Did you know that 80% of people in the US live near a navigable waterway? Atlantic Ocean, Pacific Ocean, Great Lakes, Gulf of Mexico, Mississippi River. I would guess that the same is true all over the world. True for Brazil, no? I grew up within hearing distance of the Mississippi River - the sound of ship motors, boat motors, horns, barges banging together - much like a great highway - so your analogy is an intriguing one to me, and has a lot of truth to it, but you left out of the equation the fact that the dark fiber belongs to someone who won't let you use it for free.
