For the tax year 2001, I paid the first part of my income at 15%, like everybody else.

The tax cut, reduced the lowest tax bracket to 10%. I have already paid at 15%. I am getting back money, which I have already paid.

And you still avoid the issue as usual:

Do you believe that someone who paid no taxes should get a refund ?
