Fire Chef Neo races to the scene of a fire and gets torched. Go away. The Gov needed a method to determine who got their little check and who didn't. How could that determination be made if the peeps hadn't filed 2001 returns yet? It couldn't. So the determination was made based on 2000 returns. If you owed tax in 2000 but don't WIND UP owing in 2001, guess what? YOU GET TO KEEP THE MONEY! Why? The Advance Payments were determined by 2000 returns.
