This question is quite simple and asks nothing (apparently it is you that can't read) with regard to rebate, refund or whatever. I typed it slowly so that you could follow along:

Are you one that believes that those that paid no taxes in 2000 should be receiving $300 or $600 from the IRS as part of the Tax Cut Bill of 2001?

And I must ask this as a follow-up:

Did you pay any taxes for year 2000?
