In a way it is. Only the top few inches thaw and under that is permafrost. If the lichens on the top are destroyed erosion occurs. This was a concern on the first pipeline.

I sold a suit to a U of Illinois Ag prof who worked on the problem. He told me that they lay a layer of pea gravel for a road. The pea gravel won't sink into the permafrost and stops erosion.

On the ANWR I'd bet they don't make all that many roads. Most equipment will be shipped in or brought in over ice roads in the winter. There are towns in the area and they get supplies.
