You can't even understand simple things? It's called an Advanced Payment Check! Why? The Treasury is sending tax payers little checks IN ADVANCE PAYMENT of a 2001 TAX CREDIT. It's a 2001 TAX CREDIT that is being PRE-PAID! ADVANCE PAYMENT. Get it? That's why they are called ADVANCE PAYMENT CHECKS! You are as obtuse as the rest of the clowns here.
