No joke. The surplus is already gone. Otherwise why is the government borrowing money to pay for the tax break?
And where did the money go? Well 100 billion (estimate) of windfall profits into the energy sector. And as the tech sector continues to weaken with not one word of encouragement or help from GW, that also drains revenues. I don't blame GW for the tech collapse but I would sure as hell like him to go to silicon valley, offer tax breaks for computers instead of oil wells and spend some time trying to mend our number one most dominate national business. Because Gore helped create the internet (which is true) maybe GW just doesn't want any part of it. Or maybe he only focuses on what he understands and what benefits him directly. Oil and power.
